The Senate has changed the law so that federal polytechnics in Nigeria can award bachelor’s degrees. It happened on Thursday, October 15, 2026. The degree is the Bachelor of Technology (B.Tech. Hons.), and it is for holders of the National Diploma (ND), Higher National Diploma (HND) or Postgraduate Diploma (PGD).
There is one condition. The National Universities Commission (NUC) and other regulators must accredit the programme first.
What the Senate changed in the Federal Polytechnics Act
| Part of the Act | What it now says |
|---|---|
| Section 2(1)(c), new | Federal polytechnics can award the B.Tech. (Hons.) degree in science, engineering and technology programmes to ND, HND or PGD holders, subject to accreditation by the NUC and other regulators |
| Section 8 | The governing council appoints the rector for a first term of 5 years. A second and final term of 4 years is allowed |
| Section 31 | A “minister” now means the officer in charge of education |
How the Senate vote on the polytechnics amendment went
Senate Leader Opeyemi Bamidele (APC, Ekiti Central) moved the motion. He said parts of sections 2, 8 and 31 needed more work so the Act would be clearer and complete.
The Senate had an earlier position that kept federal polytechnics to ND and HND only. It dropped that position and sent the Act back to the Committee of the Whole. No senator opposed the changes. Senate President Godswill Akpabio put them to a voice vote, and most senators said yes.
Who can get the B.Tech degree from a federal polytechnic
- National Diploma (ND) holders
- HND holders too
- People with a Postgraduate Diploma (PGD) are also named in the section
Only science, engineering and technology programmes are named. If your course sits outside those areas, the section doesn’t mention it.
What has not happened yet with the polytechnic degree law
Passing in the Senate does not mean any polytechnic can start awarding this degree now.
A bill becomes law only after the National Assembly agrees on one version and the President signs it. As of October 16, 2026, nothing has been announced showing that the House of Representatives has accepted the Senate version, or that the President has signed.
The House has its own bill. It is the Federal Polytechnics Act (Amendment) Bill, 2025, sponsored by Speaker Tajudeen Abbas, and it passed second reading in March 2025. In the form that was reported, that bill talks about B.Tech for ND holders. The Senate version names ND, HND and PGD holders. So the two chambers still have a difference to settle.
After that, each programme still needs NUC accreditation before a polytechnic can award the degree for it.
Important dates for the federal polytechnics degree powers
| Date | What happened |
|---|---|
| March 2025 | House of Representatives passes its polytechnics amendment bill for second reading |
| January 21, 2026 | Education Minister Tunji Alausa says an amendment to the Polytechnics Act is underway to let polytechnics award degrees. He also says TETFund will give targeted support in 2026 to upgrade engineering schools in polytechnics |
| October 15, 2026 | Senate amends the Federal Polytechnics Act |
What this means for HND holders and the HND and B.Sc difference
The difference between HND and B.Sc has been a problem for a long time. HND holders have faced different recruitment grades, different promotion chances and limits on some positions, in both government and private jobs.
In the federal civil service, a March 2018 circular lets HND holders enter at Grade Level 08. Serving officers with HND still have to meet extra conditions to go past Grade Level 14 or move to the officer cadre.
A new polytechnic degree won’t change any of that on its own. What matters is whether employers and the civil service treat the B.Tech like a B.Sc from a university. That depends on schemes of service and recruitment rules being updated, and nobody can promise it yet.

On the lecturers’ side, the 2026 agreements with ASUP and other tertiary unions were unveiled on October 13, 2026. We covered it here: Alausa unveils 2026 agreements with tertiary institution unions.
A polytechnic turned into a university is not the same as degree powers
Don’t mix these two up. They are different things.
With the Senate change, a polytechnic stays a polytechnic and gets the power to award B.Tech. With a conversion, the school stops being a polytechnic and becomes a university. The President has signed a bill that scraps Federal Polytechnic, Kaduna and upgrades it to the Federal University of Technology and Vocational Studies, Kaduna. He has also approved turning Federal Polytechnic, Nasarawa into the Federal University of Mining, Engineering and Technology, Nasarawa.
Some polytechnics already run degree courses through a partner university. Federal Polytechnic Offa, for example, does this with the Federal University of Technology, Minna. In that setup the university awards the degree. Under the new Senate change, the polytechnic itself would award it.

What ND and HND students and graduates should do now
- Finish your ND or HND as planned. One Senate vote is not a reason to change your plan.
- Your school should be able to tell you which programmes it will put forward for NUC accreditation, so ask. A programme without accreditation can’t award this degree.
- Don’t pay for any polytechnic B.Tech form or “conversion” fee until the NUC has accredited that programme.

- Finished your HND some years back? Nothing is open to you yet. Watch for NUC and polytechnic announcements.
